The developers of the Jurong Condo of Sora are CEL Development Pte Ltd, Sing-Haiyi Pearl and TK 189 Development, with the shareholding interest in the development being 40%, 30% and 30% respectively.

A subsidiary, Lakeside Residential Pte. Ltd., has been formed by the 3 developers, to undertake the development of the Yung Ching Road development.

Part of the SGX-listed firm of Chip Eng Seng Corporation Ltd, CEL Development is in charge of the property development business segment of the Group. The countries which CEL has development projects include Singapore, Australia and Vietnam. Residential properties developed by CEL include Kopar At Newton, Fulcrum, Grandeur Park Residences. CEL is also the joint developer, together with SingHaiyi, of TMW Maxwell, a new District 2 development at 31 Tras Street.

Previously involved in the property development for public housing, SingHaiyi Group is now focused on property development in the private residential and commercial sectors.
